So the answer is actually Texas (ERCOT), which doesn't really fit anyone's political narrative.
Source here is https://app.electricitymaps.com/
In gCO₂eq/kWh
Texas (ERCOT): 389
Germany: 400
Tokyo: 536
NSW Australia: 545
The bad guy here is always coal. Texas is dominated by gas and wind, and while Germany produces more wind, its secondary source is coal. Tokyo is gas/coal, and NSW is dominated by coal.
Wind/solar + gas is almost ideal in places with both.
