The App will probably work with a VPN.
But you have to take two points into account:
While you can edit Wikipedia without an account (in Wiki language "IP user" - a user only identified by the IP number), file upload is one of the very few actions that is only allowed for logged in users with an account. The creation of an account is easy: choose a user name and a password (email is optional, but it is the only way to recover a lost password).
The other point to consider: Wikipedia blocks edits via all known anonymous proxys (including exit points of Tor and VPNs). As a well known and respected user, you can ask for an IP block exemption (which is given for a limited time to users from for example China, or when other exceptional circumstances occur).
Most types of IP blocks are only against IP users. The very same IP will work for logged in users.
If your IP is blocked and you need to create an account, you may temporarly switch to another Internet access provider (mobile instead of home connection, public hotspot, computer at workplace, ...).
