     The best you can do is those that defect too late get nothing. The early defectors will "win", but it's like cashing out in the market right at the very peak - you win that game, but it's a poor long term strategy.

     @SuperSnekFriend remember, you can only punish so many people - it takes time and political power to do these kinds of things, so you need to have a good idea of what to do.
     
     Punishing some people gives immediate political power, but punishing others may be necessary but costs in the short term, but generates power long term.

     @sickburnbro @Witch_Hunter_Siegfired Which is why I personally don't see internal resolution (revolution) in our lifetime. We are effectively blocked at the source, and have been since the 80s when militias were infiltrated and murdered.

     Either the pain of action exceeds the pain of inaction, or external powers force our govts hand off the accelerator. Seeing as guys are willing to live alone in tiny studio apartments subsisting on ramen, the pain to be endured is basically indefinite, so I'm putting all my clout chips on Russia/China to make the opening move.
