   If you get deep enough into the spy thinking, you start worrying about sending messages that can't be traced.
   
   They've publicly said they don't trust the US, they've said that no-one helped them in WW2.
   
   This matches at least with them thinking they don't trust the US, and thus a phone call doing a threat might be something that a paranoid government would not want to do.
