   The prefectural governor of Osaka Yoshikawa will issue a pledge that the multiple ballots for parents of minors for the house election.
   The crazy fact is not that this populist governor offered the controversial pledge but that the pledge was reported as straight news by the leading papers.

     Yoshimura is offering the voting age to zero.

     Please forgive me, but here in the US such a lede, as it is translated, would be cause for great alarm.
