     My guess is it it some kind of soil retention for the berm? Rather than concrete them in place the wire may be cheaper and allows water to flow through during rain?

     Maybe not the best example. A lot of these are used as landscape architecture. It's just something someone thought would give the city asthetics.

     No its really common in the west esp desert regions. I get there's lots of rocks but random landscaping for cities is just rock cages. What is the point
