I worked in and tangentially to defense for a number of years, and my belief is that it really is being driven by America's weakness to asymmetric warfare, cyberattack and propaganda, which is acute. AI/drone/tech companies address this weakness better than companies that make military hardware so money is flowing to them. Every defense company has or is organizing a cybersecurity division to try to claw back this money, though.
