This is a dumb idea, but have the protestors who block traffic considered leaving a single lane open? This would still inconvenience people and force them to confront things, get eyes on stuff etc, but would turn the heat down slightly, allow arguments against obstructing traffic or whatever, create less potential for emergencies to go wrong, etc.
