     you see, although all government branches are retarded and incompetent, they do have manpower and time
     
     they exploit the fact that the public is also retarded and go from there
     
     suppose you have a group of roughly a hundred thousand people, and don't even try to hide your intent and offer them shit like a free assault rifle to commit violence, even a hundredth of a percent which would accept such obvious bait of that is roughly tens of people
