Clean room is due to the horror from the US where devs get tainted if they would have merely seen the original material, so you'd need to have two sets of people, documenters on one side, implementers on another.
And luckily EU had an exception to this when it comes to interoperability, because this whole ordeal would be the doom of any libre project (which is why source code leaks are so bad on our side).
