@luis_in_brief they might not be allowed to. there's some bullshit case law where if the CEO gives money to anything that doesn't immediately make line go up the shareholders can sue them.
to an extent this is why you need things like tidelift subscriptions where they can launder money to the projects by having a "maintenance contract"
