Since VK is under gov control, they can do everything they like to, unlike with Twitter and YouTube, where propaganda folks gets banned and later, whine about "muh freespeech, America and Europe are russophobes".
Summarizing, there's less point to censor VK outside Russia. Facebook made more global impact than this swamp. -

Long history answer: previously VK was an exclusive social network for folks who graduated from universities and want be in touch with old classmates. It's created by Pavel Durov. One day he decided to do a little trolling and announced his "retirement" on April 1st, but VK directors decided to just threw him out. Later Mail.ru bought VK to rebrand into it.
It's already the known fact that Mail.ru and VK are complying to Russian gov. People get jailed for political reasons, different views, calls to stop the war and likes/reposts of previously listed things. -

If you care enough you can still watch it via some stream. 99% don't know what a yandex/VK is which is why they don't bother, but they have heard of telegram so there is policing there.
It also goes both ways where (some) Russians are afraid of the gov spying of them cause they could go to jail, but also don't trust the US, so instead of using secure Whatsapp which has E2E encryption enabled, they use telegram instead because it's Russian, even though majority of the time it's not encrypted.
