    What does it tell the average citizen when provincial leaders, flat-out, refuse to follow a valid, constitutional law? It tells them that Rousseau's and Locke's social contract is broken. And that can't possibly end well.

      It's no doubt telling that so many political leaders in Canada have calculated they are better off taking a position against the carbon tax. But opposing the federal carbon tax is also a relatively easy thing to do.
