@DimitriFayolle @erictopol the dip was in the Asia line only, so probably not Stalin. And there was a big famine in rural China in the early 60s which killed 30M plus (https://en.m.wikipedia.org/wiki/Great_Leap_Forward). So I put 2 and 2 together.
