     @asahi often with dedicated animation software like after effects, or animate (was Flash), rarely with opentoonz or synfig.

     @asahi some of them are free/open source :acomfyartist: krita, synfig and opentoonz are.
     
     There's a couple others like Wick but I didn't like it personally
