Fun fact:
These two signs

are called guillemets, and are used to indicate speech just like single quotes ' or double quotes ".
But the use of guillemets are not standardised globally.
In French and Chinese, they are used outward like this:
«sentence»
But in German and Scandinavian languages they are used inward like this:
»sentence«
And in Finnish they can even be used facing right like this:
»sentence»
although this is rare.
