Of course it's cheaper to help a family improve their housing situation than to take the kids away and put them into foster care. The reason Georgia chooses the latter is that tearing poor and especially Black families apart is their goal.

This serves a dual purpose: not only does it keep those people "out of the way", but fear of ending up in that situation is THE thing that capitalism uses to keep everyone else in line.
