It means you have to pay to use telegram, and that means you need to expose your identity to someone in order to buy it and get into crypto, or idk wait 10 years to mine enough tokens or whatever the fuck and pray that there's no inflation in the "fake phone numbers" action.

Otherwise you'll need to buy crypto and in most countries it's either illegal or regulated (i.e. glowies will ask for your ID)
