     "One should not smoke in front of schools". About 90℅ people will approve.
     Change just a word in this sentence: change "smoke" for "drive". Only 40℅ will approve.

     Good question. Very bad article.
     "Just change one word" Smoke or Drive is really not a good way to put it : Smoking and driving differ in many dimensions. It is just not the same question.
     People think they need cars and sometimes they do, including to go to the hospital. Nobody needs to smoke in an hospital.
