@ned I think there’s a compulsive need for somebody to be the boss, and to see the ICJ as being that boss. Understanding the actual power structure here — the ICJ has essentially none except as a consensus-builder — helps identify a more useful path forward. They can’t compel Israel to do anything. What they •might• be able to do is help form a more effective coalition among those who •do• have leverage in this situation. That’s it.
