Got a little bit of everything. Gambling, donating, fun prizes (guns, ATVs, grills, etc).
You buy your tickets knowing you probably won't win, but at least the money is going somewhere good.
Hmm.... Maybe this is how I should raise funds for NAS operating costs?

My county is listed as "Does not issue permits for raffles".
I'll keep digging to make sure government goons aren't going to come and kidnap me if I do an online raffle to raise funds for the site.

So if you allow people to enter without purchase (mail-in), then you've removed consideration and it's now prize + chance, which is legally not a lottery.
"No purchase necessary"
Government is legalized broad daylight mafia.
