      National guards take an oath to the governor. They are state sponsored militias. Texas pays for them and can lend them to the federal government under title 10 orders. But states can say no, and do frequently.

      Federal troops are active duty and reserves.

      National guards are states

      Same training and equipment, different oath of service.
