That means that things you use more often must be available closer to you than things you use seldom. So some things should be available in libraries at your local (town) center, some should be on every block, and some should be in every appartement building. Heck, I think some should even be in every floor in every appartement building, like vacuums etc. @srslywrong

For example: should every home have an in-home repair kit with things like screwdrivers, hammers, etc instead of borrowing them from a library?
