   unemployed drug addicts wouldn’t move to hyper expensive big cities if those big cities didn’t pay them to continue their drug habit

   while it may sound like a humanitarian policy, the outcomes are worse for everyone - including the addicts

   rehabilitation, not handouts

     The drugs these addicts take cause them to become violent to others.I have seen this first hand. They no longer care about eating, sleeping, what happens to them.
