   Well, they kind of do, but rent without ID is almost impossible to find anywhere, and SIM cards without ID is just data-only rental SIM cards usually given to foreign tourists.

     @ryo @AnarkioCrypto rent without background checks is impossible in the USA too. It's a meme if you're down on your luck that it's easier to stay at a hotel because all the landlords want employment history and all while hotels just want you to pay up.

     Just like hotels, they only want you to pay up.
     Unlike hotels, they're cheap.
     
     Hell, I once even stayed at a manga cafe that doubles as a capsule hotel in Sapporo, Hokkaido, and quite a few otaku's made it their actual home.
     They get to read all the manga they want for free, drink all the soft drinks they want for free, and eat all the soft cream they want for free.
