The issue with this is that every responsible person the rules in a different way, and among other things not specify everything by detail allows more freedom of choice.
For both, laws and fediverse, it is therefore a bad idea to make a modular system or a whole text in the style of a license-blob. It will always be necessary for people who are interested in the interpretation of rules to look at the context and history.
However, as many more laws are passed in a state, a reasonable format for tracking changes would be appropriate.
@Jain Jokes aside, I wish we had community-guidelines like we have license-blobs. Standardized, so that you can just reference a set of basic rules people already know, instead of having to put the same 15 bullet-points on every servers/forums about-page.
