  Mastodon is part of the Fediverse, and most current Fediverse users are on a Mastodon server.
  If you go to the site, the very first article tries to explain this:

  That's like saying everyone has a Gmail account but Google doesn't run Email.
  
  The site still basically gives the impression that Mastodon is the Fediverse and it's not.

The Fediverse (or “Fedi”) is a collection of thousands of independent social media servers that talk to each other seamlessly. This means that the millions of users on these servers can interact with each other as if they were on a single social network. The most popular type of Fedi server is called Mastodon (or “Masto”) and works a bit like a calmer, more friendly version of Twitter.   And maybe Masto has all the users because the language everyone uses when talking about the fediverse is that they only mention Mastodon.
  
  Language matters.
  
  Word choice matters.
  
  For all the talk that people make about being inclusive in the fediverse the language is pretty exclusionary when talking about the software that runs it.
