     No just amounts, but unlike an all purpose bearer instrument, e.g. the dollar, they can limit what a particular issue can be spent on and by whom. It can be non-negotiable / transferable other than as permitted.

     This is what they've been working towards for years. They realized, after trying to kill crypto, that it was the solution to their control problems if they could force everyone to use their version of it. If everyone uses their version all purchases will be traceable no matter what, that's what they want. Complete control.
