   "we need to make these machines quieter to be competitive"
   
   "let's fill the device with foam, but we need it to be cheaper than the competitors' products"
   
   "should we have experts check whether our not it's safe to use this cheap foam and if the device is sealed properly?"
   
   "nahhh, just fill it with the foam, slap a new label on the product, and sell it"
