   It’s difficult to see how Surrey Police are going to avoid an apology and payout to @CF_Farrow . A failed Stalking Order, failed case, omitting Caroline’s submissions, and a PCC speculating on Twitter. Perhaps, just perhaps, it’s unwise to take some complainants at face value.
