I am confused why anyone thinks that any business, or any government supported by business, is even a little bit concerned by stopping at 1.5c or 2c or any c at all?

What in your experience thinks they will start taking any of it seriously, at any point? The point is to stop you from cutting their throats in the night a little while longer by then changing the target again.

There is no plan to slow down.

There is no government that will force it.
