I wish more people in large orgs understood how much of a burden you put on somebody by sending them a PDF and asking them to fill it out and send it back. The software you are asking people to find and learn is absolutely some of the worst software in the world.

And, because facts never entirely fit forms, PDF forms need to be annotated in ways that take either extra unprovided software or handwritten notes. But a scary proportion of people now don't have home printers.

Gimp is not great, but it is not the absolute worse, at least.

I ended up just adding text boxes everywhere. Got a reply from them a few minutes after I submitted it; “I can’t read any of this”. Oh, it’s my problem now? No thanks.
