   No Sam, if *that* disease was real all police are barricaded into the station with machine guns pointing out at the surviving rioters who have already sacked every business in town. They absolutely would not be tasked to round up the .0001% of people too dumb to get the “obviously effective vaccine” in your story.

     it would be >= 30%
     
     and people would pretend until the last possible minute that everything is fine, going shopping, to churches, clubbing, to bars, football games, and hosting 'spread ebola' parties
     
     and the vast overwhelming majority of noagendasocial would *definitely* be in the 'out and about, spreading ebola' crowd
