The 4 prong has the neutral and ground separate because there's a chance that the neutral can carry voltage if it gets crossed with the ground in the 3 prong and is an electrocution hazard. It has a metal strap wrapped around the plug, which is an old/unsafe design. 4 prong is the modern, more "safe" design.

Dryer electrical connections are almost universal across the board with only small design changes depending on manufacturer. With the 4 prong there's just an extra step involved for grounding.
