Some hardware with a certain configuration of proprietary gates burned (mapped to bits) is pretty much equivalent to a proprietary circuit made out of silicon burned into NAND, OR, AND, XOR gates etc all wired together - it's not ideal, but that's not software, as neither you nor the manufacturer have the ability to feasibly change after manufacturing.
The question is then if the circuit is malicious - as windows 11 is extremely malicious proprietary malware, burning it into a ROM chip would make a malicious circuit and would be therefore unacceptable.
Of course those who prostrate themselves to proprietary software always jump to point out how hardware is proprietary, while surrendering to proprietary software thousands of times harder than we surrender to proprietary hardware.
