     It’s an old Moscow tradition, perfected in the Soviet days. Remove the locals and move poor Russians into occupied lands.

     Makes organizing resistance harder and if you lose the territories later, you can justify military intervention as “saving Russian speakers/nationals”.

     Yes, but better thought out and organized. And at the same time Moscow relaxes immigration rules for Africans, Haitians, Asian bordering states, etc.
