     Nope, this is the lowest I guess:

     I later discovered that the lowest zips start with 0 and are in Massachusetts
     
     00501 specifically, which happens to be something for the IRS?
     
     But why Massachusetts anyway? the USPS was created at a convention in Philadelphia so it wasn't related to that...
     
     If they wanted to start with northeast you'd do Maine, though Maine wasn't a state until 1820. The first of the colonies was Virginia, the first state was Delaware...
