What happened to the 'translate' option on posts?

The translate option is there if a post is in a different language to your settings, AND if your server's admin has activated it.
The translation button depends on a third party service, usually libretranslate, and it costs money to run so some servers may switch it off. Your admin will be able to tell you if that's the case on your server.

Yeah, that's possible, especially if they join a server that has English as the default language.

Is that just because the writers of those messages didn't set their language to what language they post in?
