FDR's New Deal was popular.

In 1935, a conservative Supreme Court started systematically overturning FDR's New Deal Legislation.

As I wrote in my biography of FDR, "Roosevelt knew if he didn't come up with a solution, the Supreme Court would undo every part of his New Deal."
