   The takeaway isn't "haha, the richboys died."

   The takeaway is that #OceanGate was operating with the same absence of regulation and oversight larger corporations are currently advocating for themselves worldwide.

     SOLAS would apply, but has very little to say about subsurface, as that's usually military or very specific hazardous commercial. Most rules in international waters apply via the flag you are flying, and submersibles don't need to fly a flag, as they aren't ships, per.se.
