     If I look at how weird the format is, maybe there is a parsing error in an earlier line (actually: the parser likely assumes that this line belongs to the rule before the current line)?

     Or: mod_firewall resolves the condition by replacing spaces with underscores.

     Maybe there is a tab between the three words?
