   @edsu this was not uncommon for parts of Germany as well, where water related power structures even could overpower local authority.

     I was listening to a Bruno Latour talk about his idea of Critical Zones and as an example he mentioned how, in addition to their parliament, people in the Netherlands also elect representatives for their water systems, and have for a *very* long time. #til
