     That's a possibility, but can't be inferred from just the average. Another equally probable statement is that, "for every women who weights 120 lbs there are two women who weigh 195 lbs," or we could say, "for every woman that weights 120 lbs, there are four women that weigh 182.5 lbs."

     Average. For every woman that's 120 pounds there's more or less an equal number of women that weigh 220 lbs.
