To be able to add an account to a list, you need to be following it. Once you are following it, it will appear in your home timeline.This is because of the way Mastodon is built (decentralised). To form the connection needed to add a user to a list, you first need to be following them to ingest their posts.
I believe some of the more advanced third-party clients were looking to add in a way to hide accounts from home when you add them to a list, but currently the only one that I know for sure does it is #Fedilab. See the pic attached here. But note that you will still see them in your home timeline elsewhere.
I also do not think there is currently a way to view just the accounts you do not have in a list.
PS: @apps - There is a grammar error in this pop up, it should say "... from the home timeline", not "for".

Is there a way to create a list of everyone I'm following who is not already on a list, or some other way to exclude specific accounts?
Sometimes I see accounts I want to follow later when I'm in the mood (eg. tech news), so I follow the accounts, and I put them in a tech news list, but I don't want them in my home timeline, or I want a list that is same as my home timeline but without tech news.
I follow too many accounts to manually make a list for "everything else".
