   Yeah housing should be distributed according to need. A system where houses stand empty while people freeze their asses off on the street is nothing short of dysfunctional and hostile.

     No one is freezing. In areas where it gets that cold, you'll find more shelters; or kitchens and food banks open more space for the cold season. Often the people who freeze don't follow the basic rules of the shelter .. basic .. like no meth.
     
     If they want better housing, they gotta contribute to society. You can do that by working, and getting this thing called money in return.
