Shows like Person of Interest are great because they show how mass automated processing of personally identifying information is harmful. Maybe they even make people aware of the value and consequent harm of metadata.
They are also not that great, because they posit the Problem as when the system doesn't work as intended, when it does the equivalent of the paperclip optimizer or fights for its own survival.
They don't posit the Problem as when the system works as intended and takes away social mobility and personal autonomy. That problem is not futuristic, it's here.
