Yeah, the verification only happens when you click "save changes" on your profile, so you need to insert the code into your site first and then save your Masto profile.

The other thing I found that mattered was that it caches for a while (maybe this is server-dependent?) If you first put the site in your Mastodon profile, and only after add rel="me" on the site, it may not be picked up.
I fixed it by changing the URL to something else arbitrary like http://example.com and then back to my own URL which now had the correct rel="me" attributes and then it worked right away.

It should work if you have access to the HTML code of a site or service, for example on a WordPress site.
Unfortunately it seems Google Sites won't let people access HTML at all :/

@feditips Trying to figure out how to do it with a google sites site, but the consensus is that it's not possible. Which sucks.
