Offshore cash positions are like liquor stores in Prohibition Chicago. Everyone knew where the booze was. No 1.wamted to cross Capone. Same here. We know where the cancer is. We simply require leadership willing to cross the current version of the big noises. Collect taxes. Make offshore cash illegal. Open the books. Pay the dignified wage. Reform every level of organisation. I can hear my ancestors now. Telling me that burning it all down is a lot easier.
