I'm amazed every single time people are surprised that a for-profit institution is shown to not be doing the things it claims.
For-profit healthcare isn't keeping people healthy? For-profit education isn't educating people? For-profit services aren't providing the claimed services?
The single requirement of a for-profit organization is to maximize profit. It doesn't need to help people, or do the things its leaders say it will do, or even follow laws. A company that is unprofitable will go out of business, but a company that breaks laws may face fines, penalties, or a change in leadership, but will continue to do business largely unchanged.
