The fact that Americans are risking their lives traveling to a region of Mexico controlled by cartels in order to obtain healthcare says a lot more about the USA than it does about Mexico.

Generally the cartels are interested in keeping the streets safe for Americans. They have to launder that drug money somehow and tend to also own a portfolio of dentist offices, resorts, etc. that Americans frequent.
Hence the cartel turning in their own guys after this incident. "Don't F with gringos" is good businesses.
